1. Key purpose of job
- To ensure the efficient and effective delivery of all operational services in line with the Commissioning Agreement, Service Level Agreements, Business Plan and other SWISCo priorities and requirements.
- To manage effectively the SWISCo revenue and capital budget, whilst ensuring a quality delivery of service that meet the requirements of the shareholder (Torbay Council) and community stakeholders.
- To consider, consult with the Board, construct, commission and ensure the effective implementation of required service changes which are robust, reliable and provide the required improvements in service delivery and quality.
- To develop and drive the delivery of a robust transformational roadmap that will ensure the sustainable provision of an effective, efficient, compliant, and economic service, meeting current and future financial targets and company objectives.
- To ensure the facilitation of behavioural change in staff, residents and stakeholders using operational intelligence to target those areas most in need of improvement.
- To provide strong leadership and inspirational management to enable efficient and timely delivery of the aims and objectives set out in the SWISCo business plan.
- To promote a dynamic approach to delivering SWISCo’s growth agenda.
- To ensure that strategic plans are developed that meet the requirement of the business plan.
- To keep abreast of commercial income and other work streams, which will contribute to the sustainability of the business.

2. Anticipated outcomes of post
- There will be collaborative approaches to the delivery of Waste and Environmental services to assist Torbay Council to deliver the strategies set out within their policy framework. In particular to improve the rate of recycling in the Bay and support the Council’s response to the climate emergency.
- There will be collaborative approaches to the delivery of Highways services, parks and open space and Highways and street scene. In particular SWISCo will inspect the highway network in strict accordance with the Service Level Agreement.
- Strong, focused, and inspirational leadership will be seen across the business.
- Effective and efficient services that are fit for purpose and within budget will be evident.
- Robust processes and reporting will be deployed to demonstrate effective management of the company, including business/service planning, performance monitoring and risk management.
- Partners will be actively engaged, and their contribution coordinated to maximise effect to support and compliment the services provided by SWISCo. In particular SWISCo will engage with volunteer and community groups to consider alternative service delivery options.
- SWISCo will have a workforce that is fit for purpose, motivated, cohesive and able to deliver.
- The realistic and achievable needs of the community will be met.
3. List key duties and accountabilities of the post
- Provide the strategic directional leadership that will bring to fruition the aims and objectives of the SWISCo Business Plan.
- To ensure the Business Plan is delivered effectively.
- To ensure that safe practices of work are in place and adhered to at all times in line with the appropriate legislation.
- To meet all of the requirements of the Office of the Traffic Commissioner in line with the Goods Vehicles (Licensing of Operators) Act 1995.
- To maintain, manage and control all of Torbay Council’s natural environment assets in line with the appropriate Service Level Agreement.
- To fulfil Torbay Council’s responsibility as the Local Highway Authority for Torbay under the Highways Act 1980 for the Adopted Highway Network in line with the appropriate Service Level Agreement.
- To maintain, manage and control all of Torbay Council’s Waste and Recycling Services in line with the appropriate Service Level Agreement.
- Develop, manage, and sustain effective relationships and networking with Torbay Council officers, Council members and other partnership stakeholders.
- Ensure that the SWISCo senior management team, are aware of their statutory, legal, operational, and developmental obligations.
- Representing and championing SWISCo services, as well as effectively engaging with relevant stakeholders at local, sub regional and regional/national levels.
- Enable long-term, medium-term, and short-term planning, to include the production of high-quality effective business plans, financial plans, work plans and progress reports.
- Understand and respond to the needs and expectation of Torbay Council in conjunction with partners, stakeholders and customers.
- Promote SWISCo as a company and a brand to ensure that staff present a consistent professional image within the Bay, regionally and nationally.
- Advising/reporting to Senior Directors and Board Members of SWISCo on major and strategic service specific issues that are likely to affect the Council’s policy framework and/or the performance of SWISCo in a concise and informative way.
- Provide leadership on the production of all stakeholder and partnership communication material on behalf of SWISCo, to include material for the press, publicity, website and for residents/service users.
- Effective management of the capital and revenue budget for SWISCo.
- To provide leadership and support, as may be required in response to Major Emergencies and to ensure that business recovery plans are in place.
- Develop and maintain effective working relationships with key organisations, partners and agencies.
- Ensure that SWISCo’s approach to equalities and diversity, along with ensuring that SWISCo services and policies identify, address and promote the needs of the diverse community it serves are in place.
- To have oversight of all SWISCo policies and procedures, as well as delegation to relevant staff members any direct responsibility for service users, including compliance with SWISCo’s policies and procedures.
- To ensure the implementation and conformity with the policies as approved by the Board on Health & Safety, Access, Risk Management and Human Resources. To include ensuring that policies and procedures are reviewed on a regular basis and updated where necessary.
- To attend all relevant meetings where appropriate and/or delegate to the most appropriate member of staff where required.
- To hear, or delegate the hearing of, appeals on disputed decisions where relevant policy and/or procedure dictates in line with SWISCo requirements.
4. Budgetary/Financial Responsibilities of the post
- Circa £15.5 million.
- Ensuring that a balanced budget is set and continuously monitored across services using FIMS financial management system and provide exception reports for any significant variances for all business services.
- Ensuring adequate control and management of allocated funding to facilitate the satisfactory delivery of commissioned services and completion of identified projects.
5. Supervision/Line Management Responsibilities of the post
- Responsible for SWISCo as a business, including but not limited to the Highways and Street Scene, Transport, Commercial Waste, Municipal Waste (including organic) & Natural Environment (including parks and open spaces) and recycling services.
- To plan, coordinate and set priorities for the Senior Management Team.
