1. Key purpose of job
- To provide leadership, management and direction of Torbay Council’s strategic capital programme under the direction of the Director of Pride in Place.
- To lead the delivery of major development, regeneration and commercial projects, that are aligned with the corporate plan and the Council’s town centre regeneration programme (including the Torquay Town Investment Plan and Paignton Future High Street Fund programme), in support of Torbay’s Levelling Up ambition and where significant public and private sector investment is already planned or in place.
- To work collaboratively with internal and external partners (in both private and public sector) and with regional and national partners across government, to bring forward major developments and facilitate strategic investment opportunities that will deliver sustainable and inclusive growth for Torbay’s communities.
- The post holder will have oversight of a complex programme of projects from inception through to delivery and will ensure robust programme management and assurance to ensure expected benefits are realised.
- To contribute to the leadership and management of the Council as an active member of the Senior Leadership Team (SLT) ensuring that there is strategic coherence and effective prioritisation in delivering the strategic ambition of the Council.
2. Anticipated outcomes of post
- Strong, focused and inspirational leadership of the Council’s capital programme.
- Effective coordination and delivery of the Capital programme, within agreed timescales and budgets, in conjunction with the capital programme manager, project managers and budget holders reported through the Capital and Growth Board.
- Delivery of the expected outputs set out in the Corporate Plan relating to growth and regeneration.
- Effective working relationships with internal and external partners are developed and maintained and the profile of the council and the capital programme management is enhanced.
- Improved credibility and momentum of the Council to be able to effectively deliver and/or enable major capital projects across the Bay.
3. List key duties and accountabilities of the post
- Provide demonstrable leadership of the capital programme but particularly the strategic developments in support of a thriving economy.
- To provide leadership, direction and co-ordination to colleagues across the Council to support projects from conception to completion.
- To develop long term constructive relationships with stakeholders at a local, regional and national level including public and private sector partners to accelerate economic growth in Torbay and improve outcomes for the communities of Torbay.
- To collaborate with the senior leadership team and colleagues across services to ensure projects are designed, developed and delivered in the most effective way.
- To ensure that the Council’s capital programme & capital project governance structure is effective in developing sound business cases for projects, securing investment and managing delivery.
- To identify appropriate delivery routes for complex projects and where appropriate manage the relationship with external partners delivering those projects.
- To identify potential external funding sources and partners and lead on securing investment for strategic development projects.
- Ensure that the Director of Pride in Place is supported in all matters related to strategic developments.
- Develop, manage and sustain effective relationships and networking with colleagues, Councillors and relevant stakeholders.
- Ensure that the Council champions high quality programme and project outputs and outcomes including the production of high-quality effective business plans, financial plans, work plans and progress/performance reports.
- To lead the Council’s Capital & Growth Board
- To ensure the implementation and conformity with approved Council policies, especially those relating to Health & Safety, Finance, Risk Management and Human Resources.
- Provide leadership to staff within the service area to create a strong performance culture and ensure the delivery of excellent services.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- The Council has an approved Capital Investment Programme of £274m. Although not the designated budget holder for the numerous projects within the programme, this post will play a pivotal part in ensuring the affordability and deliverability of the entire programme. Responsibility will include making recommendations to Directors, and Cabinet, with regards to the validity of specific business cases – particularly ensuring that any further borrowing being considered by the Council is supported by secure, tangible, revenue funding sources
5. Supervision/Line Management Responsibilities of the post
- Direct line management of the Capital Programme Manager. Indirect management, guidance, and development of the various capital project managers employed, and commissioned, by the Council.
- To commission external and manage resources as appropriate, managing and directly supervising teams of internal and external stakeholders across multiple and diverse project workstreams to support the delivery of Capital Programme.
- Ongoing responsibility for the effective management of the Capital Programme.
6. Working environment and conditions of the post
- Occasional site visits to capital schemes, to be managed in compliance with health and safety protocols.
- Main work arrangements will be hybrid combining both a presence at council offices with an element of home working.
