1. Key purpose of job
- Strong, focused and inspirational leadership will be seen in support of the Council and the Place Directorate.
- Effective and efficient services that are fit for purpose and within budget will be evident.
- Robust processes and reporting will be deployed to demonstrate effective management of the Place division, including business/service planning, performance monitoring and risk management.
- Partners will be actively engaged, and their contribution coordinated to maximise effect to support and complement the services provided by the Council. In particular the Council will engage with volunteer and community groups to consider alternative service delivery options.

- Corporate policies, procedures, changes and strategies will be developed and implemented to support efficiency savings, flexibility, transformation and continuous improvement.

- Torbay as a place will see tangible improvement through effective and strategic place shaping and town centre regeneration.

3. List key duties and accountabilities of the post
- Provide demonstrable strategic and directional leadership to staff across the Council to garner trust and confidence, that will bring to fruition the aims and objectives of the Council’s Business Plan.
- To ensure that the Parking Service, Economic Growth and Culture & Events Service are all delivered effectively.
- To ensure that safe practices of work are in place and always adhered to in line with the appropriate legislation.
- Ensure that the Director of Pride in Place is supported in all matters related to place shaping, corporate asset management, destination management and the commissioning of economy, environment and infrastructure services via the Council’s wholly owned company, SWISCo.
- To act as the lead commissioning officer for SWISCo.
- Aid the Director of Pride in Place in the oversight of the Council’s corporate capital programme, via the Capital & Growth Board.
- Develop, manage and sustain effective relationships and networking with the Council’s trading companies (SWISCo, etc.), Councillors and relevant strategic partnership stakeholders.
- Ensure that line managed Heads of Service are all aware of their statutory, legal, operational and developmental obligations.
- Representing and championing Council services, as well as effectively engaging with relevant stakeholders at local, sub regional and regional/national levels.
- Enable long-term, medium-term and short-term planning, to include the production of high-quality effective business plans, financial plans, work plans and progress/performance reports.
- Understand and respond to the needs and expectations of Torbay Council in conjunction with partners, stakeholders and customers.
- Promote the Council and the destination as a brand (the English Riviera), to ensure that staff present a consistent professional image within the Bay, regionally and nationally.
- Advising/reporting to the Council’s SLT and Cabinet on major and strategic service specific issues that are likely to affect the Council’s policy framework and/or the performance of the Council in a concise and informative way.
- Provide leadership on the production of all stakeholder and partnership communication material on behalf of the Council, to include material for the press, publicity, website and for residents/service users.
- Effective management of the capital and revenue budget within the Economy, Environment and Infrastructure division of the Place directorate. Responsible for the efficient use of resources and ensuring, where possible, that services and projects are provided with a sufficient budget.
- To provide leadership and support, as may be required in response to Major Emergencies and to ensure that business recovery plans are in place.
- Develop and maintain effective working relationships with key organisations, partners and agencies, at a local, regional and national level.
- Ensure that the Council’s approach to equalities and diversity, along with ensuring that Council services and policies identify, address and promote the needs of the diverse community it serves are in place.
- To ensure the implementation and conformity with approved Council policies, especially those relating to Health & Safety, Finance, Risk Management and Human Resources.
- To include ensuring that policies and procedures are reviewed on a regular basis and updated where necessary.
- To attend all relevant meetings where appropriate and/or delegate to the most appropriate member team member where required.
- To hear, or delegate the hearing of, appeals on disputed decisions where relevant policy and/or procedure dictates in line with the Council’s requirements.
- Responsible for safeguarding and promoting the welfare of children at all times.
- Ensuring business appetite, implications and transformation routes are understood, owned and managed whilst meeting immediate business priorities and customer/market pressures. This will involve developing innovative approaches and solutions beyond existing capabilities within the Council.
- Providing effective, timely and strategic insights, advice and guidance to Elected Members, Chief Executive, Director of Pride in Place and SLT regarding the Economy, Environment and Infrastructure service areas. This should help shape and direct the relevant services such that they are strategically aligned and coherent.
- Driving the delivery of complex, high-profile programmes and projects within the Economy, Environment and Infrastructure service areas, that improve performance across the organisation and deliver agreed outcomes and benefits.
- Collaborating with SLT and Members to ensure effective prioritisation of projects and programmes in order to move the Council towards a future operating model in a manner that balances, cost, benefit and risks effectively.
- Ensuring that the Council is ready for, engages in and can absorb strategic programmes that will transform the Council.
- Ensure effective and efficient service delivery is commissioned in line with agreed strategies, to ensure outcomes are aligned with expectations and to encourage innovation from staff and partners to maximise outcomes and minimise cost.
- Provide visionary leadership to staff within the service area to create a strong performance culture and ensure the delivery of excellent services.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- The post holder will be responsible for delivering the Parking Service, Economic Growth and Culture and Events Service, with a combined budget of circa £10m in 2022/23.
- Ensuring that a balanced budget is set and continuously monitored across service areas using FIMS financial management system and provide exception reports for any significant variances for all relevant business services.
- Ensuring adequate control and management of allocated funding to facilitate the satisfactory delivery of services and completion of identified projects.

Responsible for appropriate Economy, Environment and Infrastructure services within the Place directorate, including but not limited to the following:
