General
1. Substantial food shall be available at all times during normal permitted hours.
The Prevention of Crime and Disorder
1. A CCTV system of an evidential standard shall be installed to the satisfaction of the police and the system shall be kept in operation at all times the premises are open to the public. All recordings from the system shall be kept for a period of 31 days and the police shall have access to recordings at any reasonable time.
2. Till drawers shall be removed at the end of the night and the till left open and empty.
3. Drunk and disorderly behaviour must not be tolerated.
4. Consumption of alcohol shall be confined to the premises and persons consuming alcohol shall be seated at tables.
Public Safety
1. An accident book and first aid box must be provided.
2. Fire exits must be kept free from obstruction.
3. Fire safety equipment and emergency lighting must be in place.
4. Fire checks must be conducted annually.
5. Chefs shall be trained in basic food hygiene.
The Prevention of Public Nuisance
1. Noise from the premises shall not be audible within any dwelling with windows open for normal ventilation especially after 23.00 hours. This shall be assessed from the boundary to the nearest residential properties, on all sides of the licensed premises. The criteria that shall be applied are:-
i. before 23.00 hours - noise emanating from the premises shall not be clearly distinguishable above other noise.
ii. after 23.00 hours - noise emanating from the premises shall not be distinguishable above other background levels of noise.
iii. the local authority shall reserve the right in cases of tonal noise and where premises are attached to others (i.e. semi detached and terraced properties) to make further assessments from within the residential property.
2. Placing of refuse into receptacles outside the premises shall take place at times that will prevent disturbance to nearby properties.
3. The handling of beer kegs, bottles and other similar items must not take place in the late evening, at night or during the early morning.
4. A taxi telephone number shall be provided to patrons.
5. Cooking, noxious or persistent smells from the premises must not cause a nuisance to nearby properties.
6. A mechanical extract system installed within the kitchen shall operate in such a manner so as not to cause a noise or odour nuisance to nearby residents.
The Protection of Children from Harm
1. Young people who appear to be under the age of 21 shall be asked for age identification before they are served alcoholic drinks.
2. Proof of age shall normally be required by reference to one of the following:-
i. Passport
ii. EU photo card driving licence
iii. Proof of Age Standards Scheme (PASS) card
iv. A Citizen Card, supported by the Home Office
v. An official identity card issued by HM Forces or by a European Union country bearing a photograph and the date of birth of the bearer.
3. Staff shall be trained in these procedures.
4. All cigarette vending machines must be sited in a position where they are under the direct supervision of staff at all times.
