  MANDATORY CONDITION:  WHERE LICENCE AUTHORISES SUPPLY OF ALCOHOL

   

  1)       No supply of alcohol may be made under the premises licence:-
   

  ()        at a time where there is no designated premises supervisor in respect of the premises licence , or
   

  ()        at a time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended.

   

  2)              Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

   

   

  MANDATORY CONDITION:  EXHIBITION OF FILMS

   

  1)       Where the film classification body is specified in the licence, admission of children must be restricted in accordance with any recommendation made by that body.

   

  2)       Where -

   

  ()        the film classification body is not specified in the licence, or
   

  ()        the relevant licensing authority has notified the holder of the licence that this condition applies to the film in question,
   

  admission of children must be restricted in accordance with any recommendation made by that licensing authority.

   

  In the case of the aforementioned conditions

                “children” means persons aged under 18; and

                “film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (authority to determine suitability of video works for classification).

  ANNEXE 2

   

  CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

• Additional Conditions Transferred from the Licence

   

  1.              No intoxicating liquor shall be sold or supplied otherwise than to:

   

                a)  A member of the club who has been a member for at least 2 days or whose nomination or application for membership was made at least 2 days before their admission;

   

                b)  A bona fide guest of a member;

   

                c)  Members of visiting teams and their their supporters and officials attending the premises for competitions;

   

                d)  All employees of the club and Rileys' Snooker Club and the owning company;

   

                e)  Persons attending a function as defined by the rules of the club.

   

  2.              A list of the names and addresses of all members of the said club shall be kept on the premises and produced on demand for inspection by a police officer at any reasonable time.

   

  3.              A CCTV system shall be installed in consultation with the Police Licensing Department, such CCTV system to include a monitor behind the bar servery for use by staff.  CCTV and monitor to be used and maintained throughout licensing hours and to include a recording facility.  Such recordings to be kept for a minimum of 14 days, during which time the police shall have acccess at any reasonable time.

   

  4.              No person under the age of 14 shall be admitted to the premises.

   

• General

   

  1.              Staff shall continue to be trained on an ongoing basis to the standards required.

   

  2.              The club shall continue to observe all conditions on the existing licence as varied by this licence.

   

  3.              The club shall continue to operate under its club rules, which are generally standard throughout the Rileys estate.

   

  The Prevention of Crime and Disorder

   

  1.              The existing CCTV system shall continue to operate during the additional hours of trading.

   

  2.              All members of the club must have a card with clear identification, including date of birth.  These details are retained on the systems.

   

  3.              There shall be controlled access at the door, to ensure only members and guests are admitted.

   

  4.              The premises shall continue to cary out risk assessments relating to the prevention of crime and disorder, the banking of monies taken, and shall continue to liaise regularly with the police.

   

  Public Safety

   

  1.              The licensses shall continue to carry out full risk assessments in respect of fire safety, health and safety, and shall continue to upgrade these assessments on a twice yearly basis as currently.  The premises shall go through an audit process on a regular basis to check the validity of the assessments.

   

  The Prevention of Public Nuisance

   

  1.              The premises shall be committed to being an asset to the local community, and shall regularly assess the operations impact on neighbours and the locality.

   

  The Protection of Children From Harm

   

  1.              The premises shall have junior membership for persons under 18.  The membership card is a different colour from others but the management staff are usually aware of their identity but can easily check them.

   

  2.              They shall be kept away from the part of the bar that serves alcohol and are restricted usually to the snooker and pool area.

  ANNEXE 3

   

  CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY

   

• The Prevention of Public Nuisance

   

  1                      Noise or vibration shall not emanate from the premises such as to cause persons in the neighbourhood to be unreasonably disturbed. Noise should not be audible within any noise sensitive premises with windows open for normal ventilation especially after 23:00. The criteria applied from bounday to nearest residential property are;

   

  (a)              Before 23:00- Noise emanating from the premises shall not be clearly distinguishable above other noise

   

  (b)              After 23:00- Noise emanating from the premises shall not be distinguishable above background levels of noise.

   

  (c)              The local authority shall reserve the right in cases of tonal noise and where premises are asttched to others (i.e. semi’s and terraced properties), to make further assessments from within the residential property.

   

  2.              Doors and windows facing noise sensitive premises shall be kept shut during amplified live music and entertainment to reduce noise break out. A management scheme shall be in place to ensure this situation remains.

   

  3.              The volume of amplified sound used in connection with the entertainment provifded shall at all times be under the control of the licensee/management.
