General
1. Substantial food shall be available throughout licensing hours.
2. The licensees shall continue to operate the business in a professional manner, having consideration for the neighbours and providing a safe environment for the customers.
The Prevention of Crime and Disorder
1. A CCTV system of an evidential standard must be installed to the satisfaction of the Police, and the system to be in operation at all times the premises are open to the public. All recordings from that system must be kept for a period of 31 days, and the police to have access to recordings at any reasonable time.
2. Any person consuming alcohol within the outside licensed area shall only be permitted to do so whilst sat at a table.
3. No drinks shall be served in glass bottles from which it is intended or likely that a person shall drink.
4. The staff shall be given regular training to ensure the prevention of any potential disorderly conduct. They shall closely watch all customers, and ensure that all bottles and glasses are collected regularly.
Public Safety
1. Any person consuming alcohol within the outside licensed area shall only be permitted to do so whilst sat at a table.
2. Customers must be asked to wear footwear at all times.
3. Customers must be prohibited from taking glasses off the premises to the beach or Preston Green.
4. The licensees shall ensure that all bottles and glasses are collected on a regular basis.
5. The duty manager shall be responsible for training the staff as to the importance of public safety and hazard awareness.
The Prevention of Public Nuisance
1. Noise or vibration shall not emanate from the premises such as to cause persons in the neighbourhood to be unreasonably disturbed. Noise should not be audible within any noise sensitive premises with windows open for normal ventilation especially after 23.00hrs. The criteria applied from boundary to the nearest residential property are:
(a) Before 23.00hrs - Noise emanating from the premises shall not be clearly distinguishable above other noise.
(b) After 23.00hrs - Noise emanating from the premises shall not be distinguishable above background levels of noise.
(c) The Local Authority shall reserve the right in cases of tonal noise and where the premises are attached to others (i.e. semi's and terraced properties) to make further assessments from within the residential property.
2. Doors and windows must be kept shut during amplified live music and entertainment to reduce noise breakout. A management scheme shall be in place to ensure this situation remains.
3. The volume of amplified sound used in connection with the entertainment provided shall at all times be under the control of the licensee/management.
4. Used plates and glasses must be regularly collected.
5. Bottle bins shall be emptied in daylight hours.
6. The bin area must be kept clean and tidy.
7. Staff and customers must be encouraged to leave the premises quietly at the end of the night.
8. The placing of refuse, such as bottles, into receptacles outside the premises shall take place before 19.00hrs to avoid unreasonably disturbance to nearby residents.
9. A management scheme shall be introduced to ensure that deliveries are conducted in a safe manner - delivery lorries should not drive/reverse onto the green, thereby placing the public in danger.
10. The handling of beer kegs, bottles and other similar items shall not take place after 20.oohrs or before 08.00hrs when the noise generated could cause a nuisance particularly outside buildings.
The Protection of Children from Harm
1. Alcohol must be not served to under 18's.
2. 16 and 17 year olds must be accompanied by an adult where alcohol is requested with a meal.
3. Staff must be trained to prevent under age sales.
4. PASS cards shall be encouraged as suitable identification.
