ANNEX 2 - CONDITIONS
The Prevention of Crime and Disorder
1. A clear and legible notice will be displayed outside the premises indicating the hours during which licensable activities are permitted.
2. A CCTV system of an evidential standard must be installed to the satisfaction of the police, and the system to be in operation at all times the premises are open to the public. All recordings from that system must be kept for a period of 14 days and the police have access to recordings at any reasonable time.
3. No beer, cider or lager with an abv of more than 6% and no single item cans of alcohol will be stocked or offered for sale.
4. Spirits will only be displayed from behind the service counter.
5. Low level display shelving will be utilised to improve internal security and provide an open view of the sales area.
6. Security shutters will be installed inside windows and doors (as shown on the licensing plan) to secure the premises when closed.
7. Alarm systems within the store will include a service counter panic button facility.
Public Safety
1. A log book shall be kept upon the premises in which shall be entered particulars of inspections made and action taken in connection with public safety obligations. The log book shall be kept available and produced for inspection when required by persons authorised by the Licensing Act 2003 or associated legislation.
2. Suitable fire precautions will be taken in accordance with a professional fire risk assessment, to include fire/smoke alarms and emergency lighting.
The Prevention of Public Nuisance
1. A prominent, clear and legible notice will be displayed at the exit requesting the public to respect the needs of local residents and to leave the premises and the area quietly.
2. The delivery of goods shall be restricted to the times 9.00 - 18.00 daily.
The Protection of Children from Harm
1. To prevent the sale of alcohol to persons under the age of 18 years suitable written proof of age will be obtained from young people attempting to purchase alcohol, in accordance with documents specified in the Torbay Council's "Statement of Licensing Policy".
2. All staff will receive appropriate training in the sale of age restricted products.
3. "Think 25" policies will be implemented at all times.
4. All staff employed at the service counter will be over the age of 21 years.
5. Every product in the store will carry a price label. All age restricted products will carry a red label in order to alert the sales staff.
6. Age restricted items sold will be recorded as a specific department within bill records at point of sale.
7. All refused transactions will be recorded in a written record book at the service counter.
