The Prevention of Crime and Disorder
1. A copy of the delivery note shall be given to the customer and a copy retained on the delivery vehicle for the duration of the driver's duty, after which will be retained on the premises.
2. A record of all sales and deliveries of alcohol shall be maintained and kept on the premises for a minimum of 12 months. Such records shall be available on demand for inspection by the police, Torbay Council Licensing Department and Torbay Trading Standards Officers at any reasonable time.
3. Only alcohol ordered for delivery shall be carried on delivery vehicles.
4. Alcohol shall only be delivered to a bona bide 'postal' address.
5. The area for storing alcohol shall be secure and protected by an active burglar alarm.
6. A refusals book shall be kept in the delivery vehicle and all entries shall be transferred to a main record held within the premises after each tour of duty. All refusals books shall be available for inspection by the police or members of the local authority licensing team at any reasonable time and all records shall be retained for at least 12 months.
7. No alcohol shall be sold to the public from the premises other than via internet/telephone orders.
8. The public shall not be permitted to attend the premises to order, pay for or collect any goods - including alcohol.
9. All payments for alcohol shall only be made by credit card/debit card and shall only be delivered to the card holder in question.
10. Upon receipt of an order for alcohol the customer making such order must be advised that the delivery will only be made to the person named on the card used for payment.
11. When an order is taken for delivery to a customer, all customers shall sign a delivery note which will contain:
* A list of individual items delivered.
* The delivery address
* The total amount of items and payment details.
* The name of the person ordering and receiving alcohol.
* The date and time of delivery
* If proof of age was asked for, confirmation of type of proof of age document presented and accepted.
* Name of employee or representative who made the delivery.
12. All media (website, flyers) shall have age restricted logos on.
13. There shall be no sales to blatantly intoxicated people.
14. There shall be a right to refuse.
15. All staff shall be personal licence holders.
16. All staff shall attend quarterly meetings on the above.
Public Safety
1. There must be an accident book on site.
2. There must be a medical box on site.
3. There must be a dustpan and brush and glass bin.
4. Telephone numbers shall be displayed for NHS Direct and RIDDOR.
5. There must be fire equipment.
The Prevention of Public Nuisance
1. There shall be a small amount of bottles, so minimum noise.
2. There shall be no car stereo on.
3. There shall be solo deliveries, therefore no shouting/talking/laughing.
The Protection of Children from Harm
1. There shall be a photo ID - passport/driving licence only for those who appear under 25.
2. There shall be a right to refuse.
3. There shall be no sale to ID holder if there is blatant under age driving on the premises.
