General
1. The event organisers shall comply with the same standards as for Torbay Council organised events.
2. The event organisers shall complete the required Application for Hire of Harbour Estate Form.
3. The event organisers shall take all reasonable steps to comply with licensing objectives, including liaising with the emergency services, through the Public Safety Advisory Group and with Torbay Council departments with regard to environmental issues and cleansing. Licensed events shall be planned with due consideration of the guidelines in the HSE Event Safety Guide.
4. There shall be in place suitable public liability insurance and employer's liability insurance for the duration.
5. To achieve a safer environment there shall be suitable and adequate provision of First Aid cover with adequate access for emergency vehicles.
6. First Aiders shall be CRB checked for child protection purposes at "Lost children" points.
7. Incidents of public disorder, accident or injury shall be recorded.
8. Members of the public shall have access to assistance at all relevant times.
9. The event risk assessment shall be displayed prominently.
10. All crew and volunteers shall be readily identifiable. They will be briefed in advance on the Event Emergency Management Plan.
11. Smoking shall not be permitted in walled areas.
12. Suitable under cover shelter shall be provided for inclement weather.
13. There shall be no alcoholic drinks promotions that might encourage binge drinking.
14. Suitable security fencing for event type and size for safety and crowd control shall be erected securely for water safety at quayside perimeters, at entry and exit points and to keep audiences away from prohibited areas.
15. Additional portable toilet facilities for male, female and disabled shall be available and will be kept cleaned and hygienic.
The Prevention of Crime and Disorder
1. Registered (SIA) staff shall be on site at all relevant times and locations to provide assistance as required.
2. SIA numbers shall accord with policing guidelines for the type and size of event.
3. SIA persons shall be readily identifiable and shall be provided with 2-way radio comms between their supervisor and to the DPS.
4. Alcoholic and other drinks shall be served only in non-glass containers.
5. Bar areas shall be cordoned off to ensure access only to authorised persons.
6. Adequate and suitable facilities shall be provided for rubbish.
7. Consideration shall be given to control of maximum occupancy levels to avoid over crowding.
8. Gate stewards and supervisors shall ensure capacity limits are observed.
9. To accord with Torbay anti-drugs policy any incident in contravention shall be reported to police.
10. A condition of entry to the event shall be agreement to be searched by SIA personnel if there is suspicion of illegal and/or controlled substances.
The Prevention of Public Nuisance
1. Amplified sound shall be set at levels agreed in accordance with Environmental Protection Department.
2. Sound at Work regulations shall be complied.
3. Prominent and clear notices shall require respect for residents.
4. Noise levels shall be assessed at the start and periodically during the event for potential impact of nearby residents.
5. Stage and Sound systems shall be located with due consideration for residents, where possible facing to sea.
6. After 11pm noise emanating from the premises shall not be distinguishable above background levels.
7. Construction and derig of staging and marquees, etc, shall avoid unsocial hours.
8. The use of fireworks shall not be permitted.
9. Flashing and bright lights shall be shaded to avoid nuisance.
10. The event organisers shall work with relevant authorities to ensure appropriate traffic management arrangements are in place and operating effectively.
11. Adequate facilities for depositing litter shall be provided.
The Protection of Children from Harm
1. The event organiser shall keep a register of all Marshals, Stewards and Volunteers.
2. All such helpers shall be clearly identifiable with Hi-Vis tabards or armbands.
3. Fishstock Brixham is a socially inclusive event for all ages. Children may attend, but under 15s must be accompanied by a responsible person.
4. Entertainment for children shall be provided by CRB certified persons.
5. Lost children shall be taken to the first aid area manned by CRB certified persons.
6. Only films exempted from classification (E) or unrestricted (U) shall be shown.
7. Workshops, face painting and pottery painting shall be supervised by CRB certified persons.
8. Any inappropriate behaviour that arouses suspicion shall be reported.
9. Behaviour likely to cause harm shall not be tolerated.
10. At designated cordoned off bar areas where alcohol is for sale on or off premises, there shall be strict ID Policy. Persons looking under the age of 25 shall not be served unless able to prove age.
