  MANDATORY CONDITION:  EXHIBITION OF FILMS

   

  1)       Where the film classification body is specified in the licence, admission of children must be restricted in accordance with any recommendation made by that body.

   

  2)       Where -

   

  ()        the film classification body is not specified in the licence, or
   

  ()        the relevant licensing authority has notified the holder of the licence that this condition applies to the film in question,
   

  admission of children must be restricted in accordance with any recommendation made by that licensing authority.

   

  In the case of the aforementioned conditions

                “children” means persons aged under 18; and

                “film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (authority to determine suitability of video works for classification).

  ANNEXE 2

   

  CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

•  

  General

   

  1.              The premises shall have fully trained staff, working closely with the police, street wardens, HVCA and local community.

   

  The Prevention of Crime and Disorder

   

  1.              When the premises are open, it must be manned.

   

  2.              There must be CCTV installed inside and out.

   

  3.              The Police (NBM) and street wardens shall have a base within the building.

   

  4.              There must be no sale of alcohol.

   

  5.              All cash must be locked away safely at the end of the night.

   

  Public Safety

   

  1.              All staff and comittee members must be trained to identify any potential hazards and shall all be CRB checked and hold a current full first aid certificate.

   

  2.              The fire exits must be kept clear both inside and outside.

   

  3.              Fire safety equipment must be provided.

   

  4.              There must be a first aid box on site.

   

  5.              An annual fire check must be carried out.

   

  The Prevention of Public Nuisance

   

  1.              The centre must be open no later than 11pm and closed earlier if not in use.

   

  2.              Groups who are using the centre in the evenings must be encouraged to promote noise awareness to the users when exiting the building.

   

  3.              Any rubbish produced must be put into secure bins.

   

  4.              Noise or vibration shall not emanate from the premises such as to cause any persons in the neighbourhood to be unreasonably disturbed.  Noise shall not be audible within any noise sensitive premiss with windows open for normal ventilation especially after 11pm.  The criteria applied, from boundary to the nearest residential property are:-

                (i)              Before 11pm - Noise emanating from the premises shall not be clearly distinguishable above other noises.

                (ii)              After 11pm - Noise emanting from the premises shall not be distinguishable above background levels of noise.

   

  5.              Taxi numbers shall be provided for patrons to enable them to leave quickly and quietly.

   

  The Protection of Children From Harm

   

  1.              All staff and committee members must be CRB checked.

   

  2.              Fully trained staff/youth workers shall be in charge of all youth groups.

   

  3.              During the winter months parents shall be encouraged to collect children attending any evening clubs/workshops.

   

  4.              There must be no alcohol sales.

   

  5.              There must be no cigarette sales.
