The Prevention of Crime and Disorder
1 Security lighting shall be provided and maintained.
2 There must be no alcohol sales.
3 The premises shall be monitored by a community police officer.
4 Key holders to the premises must be restricted.
Public Safety
5 Emergency lighting shall be provided and maintained.
6 Fire exits must be kept free from obstruction.
7 Fire safety equipment must be provided and maintained and a check must be conducted annually.
8 A first aid box must be provided.
9 Maximum capacity levels must be adhered to at all times.
10 Ramp access and w.c. facilities shall be provided for disabled users.
The Prevention of Public Nuisance
11 A full time caretaker shall be employed to keep area clean.
12 The Hall Secretary shall monitor private bookings.
13 All patrons must be requested to keep noise levels down so as not to disturb residents.
4. Noise or vibration will not emanate from the premises such as to cause persons in the neighbourhood to be unreasonably disturbed. Noise should not be audible within any noise sensitive premises (e.g. dwelling) with windows open for normal ventilation especially after 23:00hrs. This will be assessed from the boundary to the nearest residential properties on all sides of the licensed premises. The criteria that will be applied are;
(a) Before 23:00hrs- Noise emanating from the premises will not be clearly distinguishable above other noise.
(b) After 23:00hrs- Noise emanating from the premises will not be distinguishable above background levels of noise.
(c) The Local Authority will reserve the right in cases of tonal noise and where premises are attached to others (i.e. semi's and terraced properties) to make further assessments from within the residential property.
5. Doors and windows shall be kept shut during entertainment to reduce noise breakout. A management scheme will be in place to ensure this situation remains.
The Protection of Children from Harm
14 Children must be accompanied by an adult.
15 Cigarette and alcohol sales are prohibited.
16 All staff who teach throughout Junior Church must have CRB checks.
17 Minors must not be permitted to hire the hall without parental supervision.
5. Separate w.c. facilities shall be provided.
