CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
None
The Prevention of Crime and Disorder
1. CCTV shall be installed to the satisfaction of the police.
2. The sale of alcohol must be restricted to persons seated at tables and shall be supplied by waiter service only.
3. Alcohol must not be consumed from glass bottles.
4. Doors must be locked after permitted hours and staff trained thereafter to restrict access.
5. Customers carrying open or sealed bottles or glasses must not be admitted to the premises at any time.
6. Customers must not be permitted to take open containers of alcoholic or soft drinks from the premises.
7. All bottles and glasses must be removed from public areas as soon as they are finished with or empty.
8. Consideration shall be given to seating capacity limits to prevent overcrowding. The capacity figure shall be based on advice from the police, fire or local authority.
9. The last entry time to the premises shall be 23:00hrs.
10. A proof of age policy must be in place to the satisfaction of the police, Weights and Measures and the Licensing Authority.
11. Irresponsible drinks promotions must not be permitted.
12. Customers must be able to purchase alcoholic drinks in the following minimum measures without the premises upselling: Spirits, Gin, Rum, Whiskey and Vodka in 25ml or 35ml or multiples thereof, Beer and cider in one third pint, half pint or multiples of half a pint and Wine in 125ml or 175ml or multiples thereof.
13. An incident book shall be kept to record details of all instances of disorder.
Public Safety
1 Table service must be by waiter only.
2 The fire and safety measures with which the premises are provided must be maintained in good working order and their adequacy must be determined on a regular basis, by the carrying out of fire risk assessment, as required by, and in accordance with the Fire Precautions (Workplace) Regulations.
3 The safety of occupants is influenced by the numbers of persons present, their disposition and the activities taking place therefore a safe occupancy level must be maintained at all times.
4 The electrical system, including portable appliances, must be inspected and tested annually by a competent person to ensure safety.
5 The gas system, including appliances, must be inspected and tested by a CORGI registered gas engineer annually and a satisfactory Gas Safety Certificate must be obtained.
6 All safety certificates and inspection reports must be kept on site and made available for inspection by officers of relevant statutory bodies.
7 Free drinking water must be available at all times.
8 An adequate and appropriate supply of first aid equipment and materials must be available for the use of patrons.
9 Gangways, exit routes and steps must be maintained in good order with non-slippery and even surfaces.
10 Edges of steps and stairways must be conspicuously marked.
11 Regular glass and bottle collection must be undertaken throughout opening hours.
12 All exit doors must be easily openable without use of key, card, code or similar means and must be available for egress while the public are on the premises.
13 Means of escape must be maintained, unobstructed, immediately available and clearly identifiable.
14 Exit doors must be regularly checked to ensure that they function satisfactorily. Records of these checks shall be kept and must be produced on request.
15 Any removable security fastenings must be removed whenever the premises are open to the public or staff.
16 All fire doors must be maintained effectively, self-closing and shall not be held open other than by approved devices.
17 All gangways, exit ways and treads of steps or stairways must be maintained with non-slippery and even surfaces.
18 All floor coverings must be secured and maintained so that they will not ruck. Mats shall be fitted into matwells so as to be flush with the floor surface.
19 Hangings, curtains and temporary decorations must be maintained in a flame-retardant condition.
20 Upholstered seating must be fire retardant and compliant with current fire safety regulations.
21 Curtains, hangings and temporary decorations must not obstruct exits, fire safety signs or fire-fighting equipment.
The Prevention of Public Nuisance
1 Alcohol must not be consumed from glass bottles.
2 Noise or vibration must not emanate from the premises such as to cause persons in the neighbourhood to be unreasonably disturbed.
3 A specific taxi operator shall be nominated for staff and customer use. The company’s telephone number shall be advertised to customers. The operator and all drivers must be aware that they should arrive and depart as quietly as possible, should not sound vehicle horns as a signal of their arrival or leave engines idling unnecessarily.
4 Staff must be instructed to leave the premises as quietly as possible, particularly at night and in the early morning.
5 The delivery of goods must be restricted to daylight hours.
6 The handling of beer kegs, bottles and other similar items must not take place in the late evening, at night or during the early morning, when the noise generated could cause a nuisance especially outside buildings.
7 Bottle skips and bins containing cans or bottles must not be emptied outside after closing but be dealt with the next day during normal office hours.
8 Adequate refuse bins must be provided for customer use outside takeaways and removed at closing time.
The Protection of Children from Harm
9 All children must be accompanied by an adult.
10 Proof of age policy must be required on supply of alcohol.
