General
1. The club must understand its obligations as to the provision of facilities which cause no concern as to crime and to disorder. Its rules must be stringent and the committee members and Bar Steward must have knowledge of the Licensing Act.
The Prevention of Crime and Disorder
1. The club must have in place strict rules of conduct within and without the clubhouse.
2. The Steward must be empowered to undertake any necessary preventative action in relation to potential problems.
3. The club must have a zero tolerance policy over misconduct and a stringent set of disciplinary procedures to ensure compliance.
Public Safety
1. The clubhouse shall have the benefit of a Fire Safety Certificate, all fire exits shall be clearly marked, and two first aid boxes shall be available in the clubhouse in the custody of the Steward.
The Prevention of Public Nuisance
1. Noise emanating from the premises before 11.00pm shall not be clearly distinguishable above other noise.
2. Noise emanating from the premises after 11.00pm shall not be distinguishable above background levels of noise.
3. The volume of amplified sound used in connection with the entertainment provided shall at all times be under the control of the Management and the controlling mechanism shall be operated from a part of the premises not accessible to the public.
4. Doors and windows shall be kept shut during entertainment to reduce noise breakout and a management scheme shall be in place to ensure that this situation remains.
5. Members of staff shall be instructed to check prior to the entertainment and periodically during the entertainment that all windows and doors are shut.
6. The Steward shall assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment to ensure that levels of noise have not increased.
The Protection of Children from Harm
1. The club must be anxious to ensure that children are not subject in any way to the potential of harm from its activities. The club must have a Child Welfare Officer, and further has rules and procedures in place so as to be certain that children are not in the clubhouse are unreasonable times, unless in the company of a responsible adult at all times.
2. Children shall not be permitted in the clubhouse except in the company of such a person which includes the coach or manager of visiting junior teams.
3. The club must have also an absolute bar upon the supply of alcohol to such persons and unless satisfied as to age they are always refused such supply. Further children shall not be allowed access to any Gaming Machine.
