Restrictions transferred from the Club Premises Certificate
Alcohol shall not be sold or supplied except during permitted hours.
The above restriction does not prohibit:
(a) during the first twenty minutes after the above hours, the taking of the alcohol from the premises, unless the alcohol is supplied or taken in an open vessel;
(b) the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
(c) the sale of alcohol to a trader or club for the purposes of the trade or club;
(d) the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
Alcohol shall not be sold in an open container or be consumed on the licensed premises.
Credit Sales
Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied to a canteen or mess.
General
1 Club management, steward and bar staff must be informed of the Licensing Act 2003 and the statutory requirement to comply with the relevant provisions of the Act.
The Prevention of Crime and Disorder
2 Club constitution must include rules governing the conduct of members and their guests within and adjacent to the club premises.
3 Admission to the club must be confined to members and their bona fide guests and shall be controlled by an electronic door entry system.
4 Guests arriving unaccompanied must summon a member of staff or commitee member who must ensure that the appropriate records are completed by the host member and the guest before entry is permitted.
5 Club employees must be instructed not to admit or serve members and guests who behave in a drunk or disorderly fashion.
5. CCTV shall monitor and record images in every area of the club including the entrance portico.
6. Misconduct must be reported to the committee to consider action under the clubs disciplinary code.
7. Member must be requested to carry membership cards while on the premises.
Public Safety
6 The club must comply with Health and Safety and Fire Precautions regulation.
7 Risk assessments must be conducted and preventative and control measures put in place to ensure the safety of members, guests, employees and entertainers whilst on the premises.
8 The club must comply with advised capacity limits.
9 Suitable signage must be displayed for emergency escape routes and fire action.
The Prevention of Public Nuisance
10 Suitable signage requesting patrons to respect the needs of local residents and leave the premises quietly must be displayed.
11 Where live and recorded music are played all reasonable steps must be taken to avoid disturbance to neighbouring properties.
3. Bottle dispersal must be carried out during daylight hours.
4. All rubbish and refuse, including disposable glass bottles, must be kept in purpose made bins.
The Protection of Children from Harm
12 Persons under the age of 18 shall only be allowed in the club if accompanied by an adult member and only between the hours of 12:00 and 15:00.
13 Young adults applying for membership must satisfy the committee that they are over 18. If there is any doubt proof of age must be produced.
14 Committee members, the club steward and other members of staff must be instructed in the offence provisions of the Licensing Act 2003 relating to alcohol and the protection of children.
15 Suitable signage must be displayed at all bars prohibiting the direct or indirect supply or delivery of alcohol to children.
