General
1 Maximum occupancy figures must be observed based on fire safety issues, available floor space and sanitary accommodation available. This figure shall be 250 or as agreed with the Licensing Authority and Devon Fire and Rescue.
The Prevention of Crime and Disorder
2 Irresponsible drink promotions are prohibited.
3 Customers shall be able to purchase alcoholic drinks in the following minimum measures without premises up-selling; Spirits, Gin, Rum, Whiskey and Vodka in 25ml or multiples thereof; Beer and Cider in pints and half pint measures or multiples thereof; Wine in 125ml and 175ml measure or multiples thereof.
4 Strict dress rules shall apply to members and visitors.
Public Safety
5 The fire safety measures, with which the premises are provided, must be determined on a regular basis, by the carrying out of fire risk assessment (in accordance with work place regulations).
6 A safe occupancy level must be maintained at all times.
7 All exit doors must be easily openable without the use of a key card, code or similar means and must be available for egress while the public are on the premises.
8 Means of escape must be free from obstruction, immediately available and clearly identifiable.
9 Exit doors must be regularly checked to ensure that they function satisfactorily. Record of checks must be kept and produced if requested.
10 All fire doors must be maintained effectively, self-closing and shall not be held open other than by approved devices.
11 All gangways, exit ways and treads of steps or stairways must be maintained with non-slippery and even surfaces.
12 The electrical system, including portable appliances, must be inspected and tested annually by a competent person. Where temporary electrical equipment is used a suitable circuit breaker device shall be installed to cover any potential risks.
13 Free drinking water must be available at all times.
14 When disabled people are present adequate arrangements must exist to enable safe evacuation in the event of an emergency.
15 Suitable sanitary accommodation must be provided.
16 Special effects such as strobe lighting, smoke, foam lasers, pyrotechnics, dry ice or bubbles must not be used unless full safety controls are out in place and prior to consideration of guidance and/or following consultation with the Environmental Health department.
17 All gangways, exit ways and treads of steps or stairways must be maintained in good order with non-slippery and even surfaces. Edges of steps and stairways must be conspicuously marked.
18 Where glazing forms part of windows, walls or partitions below waist height it must be constructed of safety material. Where glazing forms part of a door or side panel at below shoulder height it must be constructed of safety material.
19 The provision of plastic glasses and bottles must be reviewed depending on the type of entertainment provided the number and behaviour of patrons attending.
20 Regular glass and bottle collection must be carried out throughout opening hours.
21 Means of addressing patrons during opening hours to make important safety announcements must be provided and maintained.
22 Patrons and audience members must not be exposed to excessive noise.
23 All floor coverings must be secured and maintained.
24 Mats must be fitted into matwells so as to be flush with the floor surface.
25 Hangings, curtains and temporary decorations must be maintained in a fire retardant condition and must not obstruct exits, fire safety signs or fire fighting equipment.
26 Upholstered seating must be fire retardant and compliant with current fire and safety regulations.
27 Notices detailing the actions to be taken in the event of fire or other emergency must be prominently displayed and maintained in good condition.
28 Access must be provided for emergency vehicles and must be kept clear and free from obstruction. Monthly checks must be conducted to ensure such access and records must be made available to the Licensing Authority on request.
29 All fire exits and means of escape must be signed in accordance with BS5499.
30 An evacuation policy must be in place that is satisfactory to the fire authority. All members of staff must be trained in such a policy.
31 Exit doors must open outwards or be secured in the open position.
The Prevention of Public Nuisance
32 Excessive noise must not be permitted.
33 The volume of amplified sound used in connection with the entertainment shall at all times be under the control of the management.
34 The delivery of goods must be restricted to between 08:00hrs and 18:00hrs.
35 The handling of beer kegs, bottles and other similar items must not take place in the late evening, at night and during the early morning, when the noise generated could cause a nuisance particularly outside buildings.
36 Bottle skips and bins containing cans or bottles must not be emptied outside after closing but shall be dealt with the next day during normal hours.
37 The movement of bins and rubbish outside the premises must be kept to a minimum.
38 Adequate refuse bins must be provided for customer use.
39 All rubbish produced by the premises must be stored securely in a designated area or in a bin with a tight fitting lid.
40 The use of lighting in the car park gardens and external areas shall remain on for security reasons.
The Protection of Children from Harm
1. The child protection and duty of care policies in place must be followed.
