General
1. There must be CCTV surveillance with exterior lighting which monitors arrivals and departures at club main door and adjacent car parking area.
2. Club management, steward and bar staff must be informed of the Licensing Act 2003 objectives and statutory requirements to comply with all relevant provisions of the ACt.
The Prevention of Crime and Disorder
1. The club constitution must include rules governing the conduct of members and their guests within and adjacent to the club premises.
2. Admission to the club must be confirmed to members and bona fide guests and controlled through a computerised door entry system.
3. Guests arriving unaccompanied must be scrutinised via CCTV before admission and signing in by the host member.
4. Club employees must be instructed not to admit or serve members and guests who behave in a drunk or disorderly fasion.
5. Misconduct must be reported to the committee to consider action under the club's disciplinary code.
Public Safety
1. The club must comply with Health and Safety and Fire Precautions regulations.
2. Following risk assessments, preventative and control measures must be in place to ensure the safety of members, guests, employees and entertainers while on the premises.
3. The club must comply witjh advised capacity limits.
4. Fire action notices must be posted.
5. Emergency escape routes must be signposted.
The Prevention of Public Nuisance
1. Signage must be displayed near exits requesting members and guests to respect the needs of local residents by quietly leaving the premises and car park.
2. When live or recorded music is played all reasonable steps must be taken to avoid disturbance to neighbouring properties.
The Protection of Children From Harm
1. Persons under age 18 shall only be allowed in the club if accompanied e.g. children and grandchildren attending a club junior disco in the function room.
2. The function room bar must be closed during junior discos.
3. Accompanied children and grandchildren of members shall be admitted to the snooker room for tuition.
4. Door control ensures that children seeking admission to the club for any purpose must be accompanied by an adult member.
5. Young adults applying for membership must satisfy the committee that they are over 18, if necessary by providing proof of age.
6. Accompanied children and grandchildren of members and their guests shall attend a private party in the function room.
7. Committee members, the club steward and other members of staff must be instructed in the offence provisions of the Licensing Act 2003 relating to alcohol and the protection of children.
8. Signage must be posted at all bars prohibiting the direct or indirect supply or delivery of alcohol to children.
Restrictions transferred from the Club Premises Certificate
Alcohol shall not be sold or supplied except during permitted hours.
The above restriction does not prohibit:
(a) during the first twenty minutes after the above hours, the taking of the alcohol from the premises, unless the alcohol is supplied or taken in an open vessel;
(b) the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
(c) the sale of alcohol to a trader or club for the purposes of the trade or club;
(d) the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
Alcohol shall not be sold in an open container or be consumed on the licensed premises.
Credit Sales
Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied to a canteen or mess.
