The prevention of crime and disorder
1 There must be a policy not to excessively discount drinks.
2 There must be a clear and concise door policy.
3 Stewards and staff must be trained to be able to deal with difficult situations.
4 There shall be no entry to anyone who is intoxicated.
5 Excessive consumption must not be encouraged.
6 The premises must be maintained in a safe condition.
7 The premises must not become overcrowded.
8 Non-alcoholic drinks shall be advertised on prominently placed posters.
9 Non-alcoholic beer must be stocked and promoted and be cheaper than alcoholic beer.
10 Snacks shall be stocked at all times.
11 Customers must not be served several drinks just before closing time unless they are clearly buying for a group.
12 Groups of people shall be encouraged to allocate a non-drinker.
13 The premises shall operate the national promotion for the designated driver, and display flyers when available. All staff shall arrange taxis on request.
14 A member of staff shall be allocated to clear used glasses. There shall be a system in place to deal with spillages.
15 Antisocial behaviour shall be stopped immediately to ensure the environment is safe for everyone.
16 Staff shall be trained to remain calm and composed in difficult situations.
17 Persons on leaving the Premises and using adjacent car parks and highways must be reminded to conduct themselves in an orderly manner and do not in any way cause annoyance to residents or persons passing by. This shall be done with the use of signage and staff asking them politely to be as quiet as is possible.
18 Clear and conspicuous notices warning of potential criminal activity (example drink spiking) within the premises that may target patrons of the premises shall be displayed.
19 CCTV capable of covering both inside and outside the premises must be provided. The tapes must be securely retained for a minimum of 31 days.
20 Door supervisor/stewards who are suitably trained and licensed with SIA must be provided on the premises, depending on the activities or entertainment taking place on site and the likelihood of overcrowding.
21 When on duty every attendant shall wear a uniform and no person under the age of eighteen shall be employed as an attendant on the premises.
22 All drinking glasses in which drinks are served must be made of plastic or toughened glass. Drinks and glasses must not be removed from the premises.
23 To prevent the sale of alcohol to persons under the age of 18 years suitable written proof of age from young people attempting to purchase alcohol must be required.
24 Bar staff must be suitably trained to prevent the sale of alcohol to under 18’s.
25 Regular glass and bottle collection must be undertaken throughout the premises. Patrons must not be permitted to leave the premises with any glass which belongs to the premises.
26 The use or distribution of Class A drugs must not be allowed.
27 The premises must not allow prostitution or sale of unlawful pornography.
28 Staff shall be trained to be vigilant to prevent the sale of smuggled tobacco or alcohol.
29 The organisation of racists activity or the promotion of racist attacks must not be permitted.
30 Staff shall be trained to help prevent the consumption and supply of illegal drugs, in conjunction with police.
31 All staff shall be trained to refuse service to underage using the Portman Groups dealing with underage leaflet.
32 All staff shall be made aware of their legal responsibilities.
Public Safety
33 A digital CCTV system shall be installed for the purposes of public safety and crime prevention. Notices shall be displayed in prominent positions to make the public aware of this. Images shall be kept on a secure hard drive for a minimum of 31 days.
34 Adequate access must be provided for emergency vehicles.
35 A range of reasonably priced non alcoholic soft drinks must be available. Cold drinking water must be available at the bar and a notice of the availability must be prominently displayed at suitable locations within the premises.
36 Facilities and equipment suitable for the number of patrons and the type of event undertaken shall be provided to enable first-aid treatment to be give promptly in the even to injury to patrons or staff.
37 All doors and fastenings shall at all times be kept in proper working order. Gangways, exit routes and steps shall be maintained in good order with non-slippery and even surfaces.
38 The seating must at all times ensure free unobstructed access to all exit doors.
39 The air management system within the premises must be used during entertainment. The system must be regularly maintained.
The prevention of public nuisance
40 A limiter must be installed within the sound system that cannot be over ridden and must be maintained at all times.
41 The volume of amplified sound used in connection with the entertainment provided shall be at all times be under the control of the Licensee/Management and the controlling mechanism shall be operated form a part of the Premises not accessible to the public. Noise emanating from the premises must not be at a level which may cause nuisance to neighbours or any residential premises within the vicinity of the premises.
42 The Licensee shall ensure that staff who arrive early morning or depart late at night when the business has ceased trading conduct themselves in such a manner to avoid causing disturbance to nearby residents.
43 Doors and windows must be kept shut during entertainment, to reduce noise break out. A management scheme must be in place to ensure this situation remains.
44 Patrons shall be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly. An announcement shall be made prior to closing requesting patrons’ co-operation in leaving the premises and vicinity as quietly and quickly as possible. Prominent, clear and legible notices will be displayed at all exits requesting the public to respect the needs of local residents and to leave the premises and the area quietly.
45 Door staff shall be positioned at exits, particularly at closing times to ensure noise from patrons leaving the premises is minimised.
46 Staff must check prior to entertainment, and periodically during the entertainment, that all windows and doors are shut.
47 A senior member of staff must assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment to ensure levels of noise have not increased.
48 The mechanical ventilation must not allow noise breakout from the premises or cause a nuisance by its operation. Regular maintenance must be carried out on all plant and machinery to ensure that noise disturbance from such sources is kept to a minimum.
49 A specific taxi operator shall be designated for staff and customers to use. Their number shall be advertised to customers and the taxi drivers shall be aware that they must arrive and depart as quietly as possible, and should not sound vehicle horns.
50 The premises shall remain open for at least one hour after alcohol is serviced, (while patrons are on the premises) during which time patrons will be dispersed gradually. Music shall be toned down for at least one hour before the sales of alcohol are stopped to facilitate a gradual wind down.
51 Flashing or particularly bright lights on or outside licensed premises shall be positioned and screened in such a way so as to not cause a disturbance to nearby properties.
52 The handling of beer kegs, bottles and other similar items must not take place in the late evening, at night and during the early morning, when noise generated could cause a nuisance particularly outside buildings.
53 Bottle skips and bins containing cans or bottles must not be emptied outside after closing but shall be deal with the next day during normal office hours.
54 All the rubbish produced by the premises must be stored securely in a designated area or in a bin with a tight fitting lid.
55 A double lobby arrangement to the entrance of the premises with double glazed units and automated door closers must be fitted to prevent the passage of noise. These must be in use throughout the time that entertainment takes place.
The protection of children from harm
56 Children below the age of eighteen must be excluded from the premises at all times that the premises are open to the public. There must be adequate signage outside of the premises prohibiting persons under the age of eighteen on the premises.
57 If there is any doubt about age staff must request appropriate age identification.
58 Any entertainment of an adult nature must take place in the bottom bar where it cannot be viewed from the street.
59 There shall be regular staff training/meetings to emphasise the policy of no underage drinkers in the bar.
