CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
1. The premises must fully comply with the conditions of the Torbay Street Cafe Permit granted in June 2007, in particular adequate supervision of the front area.
2. There must be no external music.
3. Tables and chairs must be kept within the agreed boundary.
The Prevention of Crime and Disorder
1 CCTV must be provided and maintained in good working order.
2 Close working relationship with Police shall be maintained with regard to drugs and crime.
3 Zero Tolerance policy on drugs must be maintained.
4 Irresponsible drinks promotions are prohibited.
5 Staff must be adequately trained to prevent the sale of alcohol to persons under the age of 18 years, requesting appropriate written proof of age.
6 Membership in the Paignton Nitenet Radio Link must be maintained.
7 Patrons shall be prohibited from leaving the premises with any glass or bottles belonging to the premises.
8. CCTV shall operate and be maintained at all times the premises are open to the public. Recordings shall be maintained for a minimum of 14 days during which time the police will have access at any reasonable time.
9. There shall be no drinks served in glass bottles from which it is intended or likely that a person shall drink from after 22.00. The premises shall serve all drinks in toughened or strengthen polycarbonate or plastic glasses.
10. On every occasion that the premises sells alcohol after 00.30 SIA door steward shall be employed at the premises from 21.00. SIA door stewards shall be employed on the ratio of 1 steward per 100 patrons. All door stewards employed on front of house security duties shall wear reflective jackets.
Public Safety
8 The premises shall remain open after the sale of alcohol for half an hour to ensure patrons leave in an orderly manner.
9 All escape routes and exits will be kept free from obstruction, in good order and with non-slippery and even surfaces.
10 Health and safety assessments must be carried out and reviewed regularly.
The Prevention of Public Nuisance
11 Prominent, clear and legible notices must be displayed at exits requesting customers to leave quietly.
12 Bottles must be disposed of during daylight hours.
13 All refuse must be secured in bins.
4. Management (as at present) shall continue to monitor and check sound levels outside the premises, particularly after 11pm, to ensure no nuisance is caused.
The Protection of Children from Harm
14 All Amusement with prizes machines must be sited to ensure they are under direct supervision of the staff at all times.
15 A full range of soft drinks, including free water, shall be available.
3. Persons under the age of 18 years shall be prohibited from entering or remaining on the premises after 22.00 hr.
