Decision:

1.         that the Members Allowances Scheme for 2024/2024 be uprated by 3.5% for the Basic and Special Responsibility Allowances from the 2023/2024 Members Allowances Scheme in line with the midpoint salary increase for employees following the implementation of the £1,290 lump sum Pay Award for employees with effect from 1 April 2024; and

 

2.         that the Monitoring Officer be requested to update the Constitution with the revised Members Allowances Scheme attached to this Record of Decision.

Reasons for the decision:

To enable the Members Allowances Scheme 2024/2025 to be uprated in line with the average staff pay following the National Joint Committee for Local Government Services Pay Award.

Implementation:

This decision will come into force immediately and the Allowances will be backdated to 1 April 2024.

Information:

At the Council meeting held on 22 February 2024, Members considered the Recommendations of the Independent Remuneration Panel following a full review of Members Allowances and agreed the rates from 9 May 2023 (Minute 95/2/24 refers).  The Council gave delegated authority to the Director of Finance to uprate the allowances annually in line with the average staff pay following the National Joint Committee for Local Government Services Pay Award.  This has now been agreed from 1 April 2024 at £1,290 and the mid-point salary has increased by 3.5% which has now been applied to the Members’ Allowances Scheme for 2024/2025 as set out in the Appendix attached to this Record of Decision.

 

The Members Allowances Scheme is part of the Council’s Constitution and will be updated to reflect these changes.
